Usage

{{Talk|<displayed title>}}

This template creates a link to the talk page of the page it is transcluded on, however the link will be formatted as an external link to ensure that it always appears blue even if the talk page does not exist. By default the text of the link will read "talk page" but an optional parameter allows for the link to be displayed as the specified text. This template is primarily intended for use within notice templates.
